Following the opening of their new Northern Regional office in Manchester in April, Redhills has been audited by UKAS to open a bulk analysis Laboratory.

Leading UK Environmental Consultancy Redhills, is pleased to announce the opening of a Laboratory for the analysis of asbestos bulk samples at their Manchester office, following a successful audit by UKAS.  The Manchester office, based in Oldham, accommodates a team of environmental and asbestos consultants and technicians facilitating and supporting our Northern contracts and clients.

Surveyor failed to spot vast area of asbestos material

A director of an asbestos surveying firm failed to identify 1252 square metres of asbestos insulation board (AIB) and lagging while carrying out an asbestos survey.

Leicester magistrates heard on 11 March that Shay James, a director of Redditch firm Amencon, which has since ceased trading, was commissioned by Bovis Homes in August 2008 to carry out a type-three (demolition or refurbishment) asbestos survey of a factory unit in Leicester that was to be turned into a new housing development. Asbestos Surveys – John Lewis facing fine after asbestos find

Retailer admits not conducting proper survey before refurbishment work at Edinburgh branch.

John Lewis PLC is facing a large fine after admitting failing to do proper checks for asbestos while carrying out refurbishment work at a city department store.

Edinburgh Sheriff Court heard renovation work was being carried out over four days at the management suite at the city’s St James Centre in July 2008 when asbestos was discovered at a board between two radiators. Workers covered it in a bag and then reported it to management.

A check was carried out and the board was sent for analysis but work was allowed to continue when the site should have been shut down. It was only when the results came back positive that the project was halted.

The court heard around 15 workers could potentially have been exposed to the harmful substance.

Fiscal depute Maureen McGovern told the court that a Type Three survey should have been carried out either by John Lewis PLC or Morris and Spottiswood, the contractors, before the project was commenced. This did not happen.

The court heard a Type Two survey was carried out but was not thorough enough as the board went undetected.

Miss McGovern said that it can take 40 years for affects of exposure to asbestos to become apparent. She added there were around 4000 deaths every year in the UK due to asbestos.

Minimal exposure

A survey of the department store after the incident showed that asbestos had not spread out of the management suite and although there was exposure it was minimal.

John Lewis PLC and Morris and Spottiswood each admitted three charges under the Control of Asbestos Regulations 2006, Construction (Design and Management) Regulations 2007 and Management of Health and Safety at Work Regulations 1999.

Defence lawyer Robert Fife for John Lewis said the department store, which announced pre-tax profits of £306m in March, apologised for the incident. He said the company, whose director sat in court to listen to proceedings, had spent some 3000 man hours and £100,000 carrying out detailed post-incident work to ensure nothing like this would happen again.

He said: “It is highly unlikely there will be any similar incident involving John Lewis PLC across the country. John Lewis PLC have a long-standing relationship in the community and have no interests in harming people, it is not how they work. It has been embarrassing for them that this has happened. UKAS Accredited Asbestos Inspection Bodies (AIB) Launch Asbestos Industry Dutyholder Client Survey

Following the recent HSE publication of HSG 264 – the Asbestos Survey Guide, a new asbestos surveying, industry-focused blog was formed.  The blog was developed to further promote HSE’s message that clients need to ensure they select competent organisations and that this can clearly be demonstrated by selecting UKAS accredited or certified surveyors for asbestos surveys.

AIB have  launched an industry survey exploring Client’s awareness and understanding of HSG264 and how they select asbestos surveyors and asbestos inspection firms.  The survey can be taken here.

The survey will be promoted across all industries and all Dutyholders, clients, FM’s, Property Managers of non-domestic buildings will be encouraged to take the survey.  Results are expected to give an insight into awareness of HSG264 and its implementation in the marketplace.

UKAS currently accredits over 100 asbestos inspection bodies to carry out asbestos surveys.

John Richards, Managing Director of analytical and surveying firm, Thames Laboratories said:

“The HSG 264 Asbestos Survey Guide strongly recommends the use of an accredited, competent surveyor to carry out an asbestos survey.  The AIB Blog is a collaboration aimed at promoting UKAS Accredited organisations who should be the first choice for companies who have to commission surveys for asbestos.”

He went on to say “Non UKAS Accredited firms will be hit hard by this Guidance since the release of the HSG 264 document, it has been reported that non-accredited companies are already seeing their insurance policies being revoked on that basis.”

The AIB Blog, encourages subscribers to participate in ‘comment and debate’ sessions via Blog posts.  This has many benefits for subscribers, namely, the online promotion of best practice from their individual organisations via articles, press releases, news stories, video and podcasts.
